El Estado y la construcción de las políticas de Gestión del Riesgo de Desastres en el Perú: aproximación de su estudio a través del impacto del Niño Costero 2017
Resumen
The objective of this research is to approach the study of the construction process of Disaster Risk Management policies in Peru, its systematization and institutionalization, as well as to understand through the analysis of the result of the impact of the Coastal Child of 2017 its progress and effecti- veness. The State as the main manager, moved from “manager of disasters” to “manager of di- saster risk”. The creation of SINAGERD meant, in theory, great progress in the prevention process; but, in praxis, the impact of the Coastal Child, questioned the methods and procedures used up to that moment.
